SITEC Quality Group is seeking an experienced Mechanical Superintendent for a major petrochemical project in Antwerp, Belgium. This role requires expertise in overseeing mechanical construction activities, ensuring compliance with safety standards, and maintaining quality control throughout the project execution phase.
Reports to: Construction Manager/Area Superintendent
Supervises: Field Supervisors
Field Safety Responsibilities:
- Implement HSE procedures and standards in compliance with applicable laws, Health and Safety Documentation, and the Environmental Management Manual. Always ensure collaboration and support to HSE colleagues, both in the preparation phase—through the verification and approval of the MS/JSA—and during the execution of the work.
- Ensure that work permits are obtained before starting any activity and verify compliance with permit conditions.
- Be responsible for maintaining the highest standards of housekeeping in the assigned area and promptly inform the Safety Supervisor of any unsafe work procedures.
- Be diligent and proactive in correcting unsafe acts, behaviors, and conditions.
- Report all unsafe acts, behaviors, and conditions to the appropriate level of Construction Supervision and Subcontractor Management. Participate in and assist with incident investigations.
Main Tasks and Responsibilities:
- Maintain coordination with other discipline supervisors/superintendents working in the area to manage activities and prevent interferences.
- Organize their own activities and those of assigned supervisors in close collaboration with the line Construction Manager. Keep track of completed tasks through work files, ensuring continuity of operations even in case of absence by sharing information and promoting teamwork.
- Monitor the efficiency of subcontractors' activities in terms of both quality and quantity, in coordination with Project Control.
- Ensure that all assigned activities are completed on time. If delays occur, identify deficiencies and report to the Construction Manager to define and implement corrective actions that ensure compliance with the schedule.
- Review and discuss with the Construction Manager and Field Project Engineer any modifications or discrepancies related to previous and upcoming activities. Collaborate with them in issuing Sketches Layout (SKL) for modifications when work needs to be performed differently from the original drawings.
- Suggest improvements that arise during work execution and assist the Field Project Engineer in responding to subcontractors' site queries.
- Record approved modifications and, in cooperation with the Construction Manager, inform the Subcontract Administrator of any contractual changes.
- Prepare and complete the Request for Work Execution (R.W.E.) form for any additional work not included in the contract or for field modifications, securing prior approval from relevant departments before execution, as per Subcontracting Department procedures.
- With the support of discipline supervisors, verify the number of subcontractor personnel on-site using the "Manpower Presence Report," in coordination with Subcontracting Management.
- Verify, sign, and collect all subcontractor timesheets for reimbursed hourly work.
- Prepare and verify subcontractors' weekly/monthly progress reports and submit relevant data to Project Control.
- Ensure that no delays occur in subcontractors' work due to missing engineering documents, materials, or work area accessibility, thereby avoiding subcontractor claims, in coordination with Project Control and the Field Engineer.
- Assist discipline supervisors in preparing and issuing Construction and Final Punch Lists, ensuring completion of outstanding works.
- Ensure subcontractors adhere to the approved ITP (Inspection Test Plan) and that inspections are conducted on time, following project procedures.
- Facilitate collaboration with QC Inspectors during inspections.
- Identify potential non-conformities in accordance with the Quality Assurance System Procedure and suggest corrective actions.
Specific Tasks and Responsibilities:
- In collaboration with the Material Controller, verify the availability of materials required for planned work and report any deficiencies, along with estimated arrival dates, to the Area Superintendent/Construction Manager.
- Ensure prefabricated pipes are stored in suitable locations based on pipe class, with proper covers installed to prevent internal damage, and that they remain easily identifiable.
- Ensure subcontractors store materials received from the warehouse in an orderly manner and use them exclusively for their intended purpose unless explicitly authorized otherwise.
- Work with Project Control, the Construction Manager, and the Area Superintendent to define optimal pipe assembly sequences, considering priorities and available constructability studies.
- Collaborate with the HL Supervisor and safety personnel to ensure that lifting operations are performed according to the method statement, with all prescribed safety precautions followed.
- Coordinate with the Instrument Supervisor for line preparation and the installation/removal of instruments during construction, ensuring accurate documentation in punch lists as per project procedures.
- Inspect equipment upon arrival at the site and assist the Material Controller, when required, with unloading and checking disassembled parts.
- Ensure machinery is protected and that routine maintenance is conducted according to Project procedures and Vendor instructions during the erection phase. Maintain proper records to confirm that equipment is adequately protected and maintained.
- Supervise the disassembly of equipment accessories before installation and issue work orders to subcontractors for equipment installation.
- Oversee the assembly of equipment and ensure proper alignment of flange connections with pipelines, verifying the effectiveness of piping supports to prevent equipment damage.
- Supervise the lubrication and auxiliary system setup of equipment according to Vendor instructions.
- Keep records of modifications and provide the Material Controller with necessary details to issue back charges to equipment vendors when applicable.
- Prepare and complete testing procedures and obtain client approval for installation.
- Verify spare part deliveries and ensure proper transfer to the client’s warehouse.
- Ensure the protection and maintenance of delivered but uninstalled equipment stored in the construction warehouse, following Vendor instructions and regulations. Maintain records to confirm compliance with protective measures.
- Schedule Vendor personnel assistance when necessary, as specified in the scope of work.
Skill Requirements:
- Proven interpersonal skills.
- Strong computer literacy (Word, Excel, AutoCAD, Navisworks, etc.).
- Demonstrates accuracy and thoroughness.
- Works with integrity and ethics, upholding organizational values.
- Fluent in written and spoken English.
