HSSE Supervisor

We are looking for an experienced HSSE Supervisor to support site safety, health, security, and environmental activities on a major industrial construction project.
The role is field-based and focuses on ensuring full compliance with HSSE rules, procedures, and legal requirements, while supporting supervisors and contractors in achieving project HSSE objectives and maintaining a safe working environment.
Key Responsibilities
HSSE Implementation & Compliance
Ensure all site activities are executed in accordance with approved Method Statements and Job Safety Analyses (JSA).
Support supervisors in conducting activity risk assessments for field works as required.
Monitor and enforce correct use of mandatory PPE at all times.
Ensure full implementation and compliance with Permit to Work (PTW) and Lock Out / Tag Out (LOTO) systems.
Verify that adequate full-time HSSE supervision is maintained on site.
Environmental & Waste Management
Participate in the development and implementation of waste minimization and utilization plans.
Maintain records related to waste disposal and environmental performance indicators.
Support compliance with environmental and ecological requirements.
Inspections, Audits & Monitoring
Conduct routine and random inspections of work areas, tools, equipment, and lifting gear (electrical and mechanical).
Administer and participate in HSSE audits and inspection programs.
Conduct safety and housekeeping inspections and support supervisors in resolving identified hazards.
Review and monitor hazardous materials storage and handling practices.
Training & Awareness
Assist in delivering and recording site induction and orientation programs for all personnel.
Arrange, coordinate, and participate in HSSE training activities, including project-specific training based on training needs analysis.
Attend and contribute to toolbox talks, start work meetings, and safety briefings.
Incident Management & Reporting
Participate in the investigation of incidents and near misses.
Support supervisors with incident investigations and analysis of accident trends and corrective actions.
Prepare hazardous condition reports and incident documentation.
Communicate incident reports and lessons learned to site personnel and contractors.
Monitor daily HSSE performance and report status to the Site HSSE Manager.
Coordination & Communication
Liaise with construction teams, subcontractors, and management to promote safe working practices.
Provide guidance and advice to line management on hazard identification and risk control strategies.
Interface with the site medical facility to provide feedback on first aid and medical treatments.
Attend scheduled HSSE and project meetings as required.
Requirements
Strong communication skills, with the ability to interact effectively at all site levels.
Proven problem-solving and conflict-resolution abilities.
Approachable, tactful, and diplomatic attitude.
Ability to work under pressure, prioritize tasks, and meet deadlines.
High level of computer literacy (Microsoft Word, Excel, PowerPoint, Outlook).
Fluent written and spoken English; knowledge of Dutch is a strong advantage.
Familiarity with ERP systems (Oracle preferred).
BSc, Engineering Degree, Diploma, or equivalent qualification.
Recognized HSE qualifications (e.g. NEBOSH, IOSH, OSHA, or equivalent).
VCA-VOL certification mandatory.
Minimum 5 years of field experience in HSSE roles on construction or industrial projects.
Predominantly field-based role.
Ability to manage workload to completion and support continuous improvement initiatives within the HSSE team.
Ability to manage multiple stakeholders and engage in potentially challenging conversations when required.
Valid driving license and ability to operate a company vehicle.
