Role Overview
The Utilities Commissioning Superintendent is responsible for leading the pre-commissioning and commissioning activities for process and mechanical systems within the Utilities Area. The role ensures that all systems and equipment are installed, tested, and commissioned in accordance with design specifications, contractual requirements, and safety standards.
This position reports to the Project Commissioning Manager.
Key Responsibilities
Planning & Coordination
Develop and implement pre-commissioning and commissioning plans for utilities systems.
Coordinate activities with engineering teams, subcontractors, and vendors to ensure alignment with the project schedule.
Review vendor procedures and subcontractor method statements.
Testing & Commissioning
Supervise testing of process and mechanical systems, including instrumentation, controls, interlocks, loop checks, and safety devices.
Oversee system integration tests and drive Mechanical Completion on a system and sub-system basis.
Procedures & Documentation
Prepare and review Commissioning Test Procedures (CTPs).
Plan vendor support and determine temporary systems, tools, and equipment required for commissioning.
Ensure proper documentation of commissioning activities, reports, and punch lists.
Troubleshooting
Identify and resolve issues during pre-commissioning and commissioning activities.
Manage Non-Conformance Reports (NCRs) and coordinate corrective actions.
Safety & Compliance
Ensure compliance with HSE regulations and site safety procedures.
Verify correct implementation of RAMS, PTW, and LOTO systems.
Handover
Support final system acceptance and coordinate handover to the operations team with complete documentation.
Requirements
Degree in Engineering or related field.
Significant experience in process and mechanical commissioning, preferably in utilities systems.
Strong leadership, coordination, and troubleshooting skills.
Ability to work with multidisciplinary teams, subcontractors, and vendors.
Strong client-oriented mindset.
